As yesterday I remember those days when we wrote the Constitution ...

There was most serious situation in the economy, in society. There was a colossal increase in crime. Racket, banditry, smuggling. The criminal openly divided the spheres.

By order, they killed businessmen, ordinary people. They stole cargo from trains and military warehouses.

The main task at that time was to protect people, to protect the country. People had high hopes for the new Constitution of the country. It raised the people spirit, there was a clear landmark - where and how to move our Kazakhstan.

In the 95th I worked in the Administration of the President. Every evening the Head of State gathered security officials and led a hard "blamestorming".

He personally led the fight against crime. We in his apparatus, as they say, only "brought shells."

As a result, thanks to the decisiveness of the President, from now on, to this day, from year to year, the rates of both murders, and grievous harm, and robberies simultaneously decrease. But in the world these crimes measure the security of the country.

Moreover, Kazakhstan has ceased to be a country of prisons. According to the prison index, we emerged from the world's top three leaders. And now we occupy the 68th place. The number of convicts for these years has decreased from 100 thousand to 35 thousand people!

Obviously that living and working in our country is becoming safer.

As for the prosecutor's office, the Constitution first gave us higher supervision. At what limitless.

We were required to detect any violations. And then we threw all the forces to check. We checked everything: state bodies, schools, kindergartens, and business.

It must be said that at that stage of development this was a justified measure. After all, massive violations were almost everywhere - in medicine, education, etc. But gradually we began to replace state bodies, became super-supervisors. And as a result, we became few in the criminal process. Although it was there that we were most needed.

This year became very important for the prosecutor's office. At the initiative of Elbasy for the first time they changed the Article 83of the Constitution, which clearly defined our three main functions. This - the highest supervision, representation of the state in court, criminal prosecution on behalf of the state. At what, supervision is not as former - immense, but strictly within the limits outlined by the Basic Law. It demands that the prosecutor's office will be focused on the most sensitive problems for society and people.

Now, on behalf of the President, we are working to modernize the criminal process. The Head of State set before us a clear goal - to look at him through the eyes of people, to equal the basic principles of developed countries.

The new Criminal Procedure Code has been working for 2.5 years. And many of its key institutions stroke root. The same SRPI (single register of pre-trial investigations). Thanks to it, there are no mass shelters like before. The same is the institution of investigative judges. They are now being appealed against any action, decision of both the investigator and the prosecutor.

But still there is much to develop. Historically, we have an unequal balance in the criminal process between the prosecution and the defense. The investigation of cases is complex, long, expensive. There is a lot of bureaucracy. It's expensive for the budget. Not to mention the hundreds, thousands of people involved here.

There are claims from the society to the prosecution. The reason is that the prosecutor does not take an active part in the investigation. Not knowing the nuances of the case, the prosecutor unconditionally accepts the investigator version, approves the charge and sends the case to the court.

However, now, as I have already said, a group created under the Administration of the President is working on this. The situation is changing within the framework of the current CPC. Processes become fast and economical. After all, the obvious criminal cases, investigated earlier several months, are now brought to court for a maximum within a week. And this is 70% of all police cases.

At the same time, in many police buildings, the Ministry of Internal Affairs makes transparent interrogation cabinets with video recording. And relatives can observe the course of interrogation. But this is not the only innovation. Within the framework of the President's Message on the implementation of ubiquitous digitization in Kazakhstan, the law enforcement sphere is gradually being transferred into digital format. We believe that this will remove a lot of problems.

By the way, recently the General Prosecutor's Office opened the Center for Law Enforcement Services. It works as a PSC, and provides about 50 types of services. We create the same centers in the regions.

Of course, we have many plans and ideas. And we are ready to discuss them. The doors of the prosecutor's office are open to everyone.

Our Constitution has absorbed the wisdom of our entire history, the spirit of our ancestors. It contains the most progressive world experience in building a legal, democratic state. I am sure that its potential will serve for centuries for the benefit of the people, our country. I wish everyone of us peace, harmony and prosperity!
